A Person Conducting a Business or Undertaking (PCBU) has the primary duty to ensure, so far as is reasonably practicable, that workers and other persons are not exposed to health and safety risks arising from the business or undertaking.
Employers must always aim to eliminate a hazard, which is the most effective control. If this is not reasonably practicable, you must minimise risks by working through the other levels in the hierarchy. The most effective control measure involves eliminating the hazard and associated risk.
